Or is it because the Edlar see cloning mass amounts of canon fodder as being horrificly immoral?
there is a LOT of debate on the ethics of cloning even today, iut's entirely possiable the craftworld eldar would view cloning as immoral.

You'd need Maugan Ra for that.
As for Craftworlds, they're same ships with same wraithbone superstructure and an infinity circuit but just on a larger scale, built over thousands of years of traveling around. And Eldar still build ships and have shipyards. So yeah, it's probably possible to build one, but asking it is like asking if it's possible to build Tokyo overnight or something like that.

Ach, that is a bit lame, that they are making a tonne of ghost constructs too now. That was a desperate and somewhat controversial move by Iylanden if I remember correclty. It would be cooler if Biel-Tan did not go the same way.

According to the fluff, the known Eldar craftworlds were all built before/during the fall; it’s a fair inference that no new ones have been created since, either because a diminishing civilisation has no need for more planet-sized spacecraft, or because they lack the necessary concentration of resources and personnel to build one.
It would rather undermine the Eldar’s tragedy and pathos if they could just make new craftworlds, so I’m happy with that.
