It's both, really.
Those are the Neophyte minis so as far as GW is concerned that's what all Neophytes, everywhere, look like. On the other hand, the idea of the Hive Minds shipping co-ordinated uniforms planet-side is more than a little ridiculous.
Nah, it's STC mining/industrial wear, so likely to be found a lot of places in the Imperium. Obv not all Genestealer Cultists would wear this, but they can't make models for every possible style of dress across the Imperium. Anyway, it'd be perfectly cromulent to use these bodies for Chaos Cultists, but I'd agree the heads aren't really suitable.
Personally, I'd say the Cawdor gangers are the most Cultist-y looking models. Find someone who built their GsC Neophytes with shotguns and persuade them to give you their spare Autoguns, and you're sorted.
My point was less a lore one than a modelling one. I'm not saying they look definitively like Genestealer Cultists, but rather look like GSC models. But, as I said, it's not a big enough issue to stop me using them as cultists ... even when I played GSC myself.

Honestly, out of personal experience, You can intermix gsc with regular cultists for a nice combination.

I get why they made the minis they did and I'm not alleging that they should have made a wide-range of Neophyte mins, 'cause you can make Neophytes basically the same way you make Cultists; get any human mini and add an appropriate head and weaponry. And FWIW, I didn't even put that much effort in for my dudespeople; I just built Cadians, used my knife to put a deep gash through the aquilas and then painted them all pale and sickly looking. Use Druchii Violet as a wash on the skin and they pass perfectly well for Neophytes as well as Guard, Traitor Guard and Cultists. One mini, four Factions. But to the main point, finally, it is a nonsense to pretend that all Genestealer uprisings occur on industrialized planets, so it isn't an 'official' GSC uniform. It's what a GSC would look like on an industrialized planet which, I grant you, is the majority of Imperium planets, so far as I can tell.

I played against a guy last week who used flagellants (from fantasy) as the cultists. Didn't really mind there were no pistols, since they fit the theme very well.

Flaggelants are one of the better bits for cultists conversion, or even SoB conversion / crusaders.

Im using guardsmen (the cheap 5 monopose guards box) and gluing spikes and bits to them to make them look a little bit more chaotic, cheap and they benefit a lot of the cheerleader effect when they form a blob....thinking about mixing them with a couple boxes of gsc initiates to add variety...

Get guardsmen, scrape away the Imperial symbols and replace it with Chaos. That's the "traditional" way of representing cultist forces, before GW introduced real cultist miniatures.
A lot of cultists in the setting are former imperial guard and PDF anyway.
