There are huge differences between open, narrative and matched play. For example, in open play you dont have to pay reinforcement points to summon units. In matched play reinforcement points are points you have to set aside for summoning during in the game. For example, if you play 1500 pts, you can have 1000 pts of actual units in play, and 500 as reinforcement points, for summoned units which come into play later. You summon a unit, and pay its cost from your pool of reinforcement points. Once those points are used up you cant summon anymore. In open play you have unlimited summoning, no points to pay for summoning. This means you can overpower your opponent by endless summoning.
Another matched play rule is you can only have the same unit three times. This limit doesnt exist in open play. This rule was introduced because players used to spam the same very strong unit multiple times. There are many more differences between open, narrative and matched play. Tournaments can make their own rules, which can differ from those made by GW.

Because then people are still playing 40k, buying 40k items etc. if you really don't like how GW behaves... walking away and not engaging is the best way to do it.

Well when playing narrative games with friends, a conversation about what you have to get, becomes moot, as how you play is between you and your friends, and you can do as you please, making up rules and missions to suit your needs.
On the other hand, if you intend to play in a tournament, the advice you get here is also not gospel, as the tournament requirements will be dictated by whomever arranges the tournament. That said, there are some common assumptions that can be made about the vast majority of tournaments, and by extension, most pick-up games with strangers, as Matched Play is the closest thing we have to a common framework when playing games with little time for pre-planning.
My personal take is that for the latter two types of games, the Psychic Awakening books generally won't be mandatory to play - as in, you won't be prohibited from playing without them - but you may find yourself at a considerable disadvantage without them, as they contain updated rules that massively increase our effectiveness; well, for Dark Angels at least. But I still like the models, and am happy to pay for them. I also like to play with those models using the same rules that my friends use, even though I think those rules aren't even close to being worth their cost. Why would I stop buying models I love and playing a game I enjoy, just because I think the rules are too expensive?

My advice to newbies is actually quite simple: Download BattleScribe to get your unit stats. Download the free core rules. Play Open War. Rinse and repeat until you get the hang of the core rules. Pick up a copy of the rulebook and your army's codex. After this, most people should have a pretty good idea of what to get next. Also, there's this.
As for OP, as I said before, the necessity for Psychic Awakening depends entirely on how he wants to play. I can't speak for Chaos Space Marines, but for Dark Angels, any sort of competitive play will almost certainly need the next Psychic Awakening to stay competitive.

But again my personal answer is to use legend or index rules until a new edition then decide whether to follow GW any further on the way to killing the goodwill of their fan base with microtransactions
