You'll only understand what consistency you need by practice.
For easier layering try mixing a little of grey paint into white, it tends to improve process for me. So, begin with some bright grey, then mix it with white. Use pure white only for edges/where you want it to be brightest. I like stuff like Vallejo Basalt Grey, Pale Grey Blue/Blue Grey, and Ivory.

If you are used to GW paints their most common method is layering as other have said.
Black > Dawnstone/Celestra/Administratum > Ulthuan Grey/Pallyd wych > white scar
Ulthuan and pallyd allow you to get a more cold or warm white based on your preference.
Also i may suggest try some Grey Seer and Wraithbone base colour they seem to be quite uniform and cover quite well darker colours.

As suggested I have been using grey as a base and building on top of that.
Just struggling with the right consistency for the white, I’m assuming the paint needs to be quite thin for that many layers but I keep over thinning it and it goes watery and bubbly. I guess the answer is practice

The paint shouldn't be that thin. You need to be able to paint strokes with it just as if you would be able on paper. Are you using wet palette? For painting some dudes to play, you don't need 15 layers. Two or three coats should be enough.

No I have heard of the wet palette but am yet to explore
Ok that helps I thought my paint should be super thin. I don’t have this issue with a lot of the paint is use but whites are a real pain in the ass. Getting them to look clean and smooth will be my next challenge, once I get the colour I like

Probably a bit thinner than your average paint consistency. So... about like skim milk instead of homogenized whole milk. Of course, starting with a good light grey base, it won't take ten layers to build up a good highlight, and that's probably what you want to be aiming for instead of a clean bright white all over.
