It does not need to make sense. We have a fully autonomous police department for an 11 mile stretch of highway. This stretch of highway is contained entirely within one county in one state, even though the full highway is includes 27 more miles in the next state over. Its budget and chief are appointed by an unelected commission that controls that portion of highway. It has 25 sworn officers, and a variable number of armed security guards, and no commercial traffic [freight trucks or passenger buslines] is allowed on this highway

The reason it’s relevant to the original topic is that while in office, the immediately previous chief of this department was arrested for having cocaine delivered by mail to his rented personal box at the post office.

A real spy wouldn't be stupid enough to have packages directly from Russia sent to their home adress.

They would be delivered to the embassy as diplomatic mail, then either left somewhere for the spy to pick up or sent to a place where the spy can pick it up by multiple proxies.

Exactly. If you're suspected of being a spy for ordering stuff from Russia, the agency suspecting you needs to learn spycraft 101, otherwise known as 'the difference between a dead drop and a hole in the ground.'

My sister was actually kicked out of Russia during tit-for-tat expulsions between Russia and the UK over one of the poisonings, as she was working for the British Council.

The problem is, a lot of the little tricks spies use to stay off the radar so no one watches you are pretty obvious once you become 'a person of interest' and they start watching you 24/7.
