I disagree.
There have been a couple sub-$50 GW games in recent years that included 5-10 enemy figures, including Doomsday Countdown. GW could certainly do it again if they wanted and it would certainly be a much more enticing entry into the 40k hobby.

True, Doomsday Countdown did include enemy models that was because the gameplay didn't require many of them to play. The design of these games plays more like a tower defense game, As a result you need a LOT of minis. Infact there are enough tokens in Labyrinth of the Necrons to fill the whole board. that number of models at GW prices would be prohibitively expensive.

As an example, heres a screenshot of when Ash at GMG played through the Necron one (He actually had a Necron army, so instead of using the tokens, he just used his Actual painted Necrons as the tokens.



Something like, 20 necrons, 10 Immortals and a necron Lord.

Then either design a game where you only need up to 10 enemies at a time (respawn perhaps.....) or use a combination of figures and tokens (like Imperial Assault).

Neither option is rocket science and both options provide a more visually interesting game.
