Honestly? Like, really, really honestly? There's a game called Godzilla: Tokyo Clash that is absolutely fantastic in capturing both "big stompy duels" and "buildings/tanks go smash." It felt a bit like the old PS2/Xbox Godzilla games on a board. I've even added Axis & Allies pieces to my copy in place of the cardboard tanks/planes. The Godzilla, Mothra, Megalon, King Ghidorah figures are really nice, and I will eventually add a little paint to them. Only downside is no Mechagodzilla (but there is fan-made stuff on BGG). The game exceeded my every expectation (and obviously, the rules are far less complicated than AT or LI, yet each kaiju behaves differently).
I'll let one of the forum experts answer your question whether AT or LI scratches the itch you've raised.

I had a stab at a "Rampage" mode for AT a few years back; each player takes a single melee titan and they compete to demolish all the buildings on the board. If you attacked the competiing titans you'd lose activiation destroying buildings, but they might get to the remaining building first!
Needed a lot more playtesting, and could have done with the use of smaller, random units like missile infantry or aircraft to pose problems for the players. There was something there, though.

The smallest unit in AT is a knight, which is 1/2 to 2/3rds the size of a warhound. In general you will have 5-10 models on the table unless you went all knights.
LI you will have a lot more units and lot smaller ones, so titans are more likely to be seen stomping through infantry or crushing tanks.

My order of preference of the different versions of Epic, if you wanted to have a big Titan fight, would be:
- Adeptus Titanicus
-Epic Space Marine 2nd/NetEpic
- Armageddon/Legions
* I have not played Epic 40,000
Put Armageddon and Legions on the same level there as they both deal with Titans in a very abstract way, as effectively just multi-wound weapons platforms.
SM2 had a really fun hit chart that introduced some Titan management/damage without going into too much detail. One of the great puzzles to me of Legions' design is why this was deemed too complex, yet a 1cm-long tank that has mixed weapon profiles covering a page of A4 and half a dozen conditional special rules is apparently OK..
