On the mining thing?

There’s wildly different scales of that activity across the Imperium.

On say, an Industrialised World, roughly comparable to 21st Century Earth you probably get targeted mining for efficiency of manpower and return on investment.

But, if it’s the Mechanicus doing it? It can be more “we’ll grind the entire planet down and have everything away”.

Plus, bit of a cop out? Who knows what stockpiles of raw materials exist.

If we look to Necromunda, the Autogun is a staple of Underhive warfare. Which must surely involve millions upon millions of existent, functional examples at anyone time? And with sufficient ammo availability that whilst few will be equipped and supplied to military standards, most if not all marketplaces carry a steady supply.

So existing production facilities for shooter and shot can’t be negligible?

There is no official guard armourers. There's hundred and thousands of worlds who make war things. And that not forge worlds. Like from novels we have paragon for example who make everything from lasguns to leman russe's. There is lot of other worlds same way. And I think any of them also produce auto weapon.
Can't remember which one of guards dex have detailed list of weapon with explanation how it produce and something about it stc. At least autogun and lasgun explained well.

My IG strugles feel free to post your criticism here

Do we know if the war machine of the imperium actually manufactures autoguns at a conflict level scale?

They seem mostly to be local planetary productions, used by gangs, local PDF and/or some poor regiments that are shipped off world made up of the gangs.

IMO the FWs wouldn't manufacture them because they make lasguns which are, once you have the battery tech, easier to make with fewer raw materials. There's no reason for them to have entire factories set up to produce the additional components nor the mines required to produce all the raw materials needed to make those guns in the millions.

A planetary industry making them for the populace, sure. But the official guard armourer? Perhaps not.

the closest thing to an autogun they manufacture at a conflict scale is the heavy stubber, used on tank pintles and rarely by foot troops.

They could retrofit the factories that make heavy stubbers to produce rifle sized versions, either using their current ammunition, or using smaller dies to make smaller rounds.

Either way, the heavy stubber shows that they can manufacture slug throwers at scale for war, even if they aren't using autoguns.

I'm not too sure. I'm reading through IA:Vol 5, and Munitorum manual and the most it says about this is

The name autogun is a general term covering conventional projectile weapons (ie, they fire a bullet) and while autoguns are not as common as the lasgun amongst Imperial Guard regiments, they are still issued in substantial numbers to some regiments, and especially by second or third line planetary defence forces or militias. There are many different patterns and models of autoguns produced across the Imperium. The simple technology needed to manufacture autoguns make them common on frontier worlds and with gang members on hive worlds. Not as reliable as lasguns, and generally heavier and less accurate, autoguns usually have a high rate of fire. As a weapon, the autogun is comparable in effectiveness to a lasgun, but lacks some of the lasgun's versatility and reliability. Autoguns are prone to jamming, especially in dusty and muddy conditions, where intricate moving parts can quickly become fouled. [--] In general, autoguns and their ammunition are also heavier than lasguns and their power cells.

[---]

Heavy Stubber is the name given to a range of heavy-barrelled autoguns used for sustained fire. Like autoguns they are easily manufactured and maintained and commonly used by Imperial Guard forces across the Imperium. [---]The weapon is based on an extremely old design, making it too heavy to be carried manually, and is thus most commonly mounted on Imperial guard vehicles.[---]It is also an ideal support weapon for worlds of a lower tech-level that might otherwise struggle to maintain laser weapons through technological or resource limitations.[--]The heavy stubber is a weapon that has passed into the hands of many Imperial civilians and ad-hoc militias, rendering it a favoured weapon of insurgents and other troublesome factions.
