They certainly appear to have kept the Orks in check, at least to some degree.

I’m not sure we know when Warboss Urg first rose to power, only that he met his end on Ullanor. And that with him went the backbone of Orky forces, drawn to a really terrific fight.

But we do know that by then? The Eldar had suffered their doom, by their own hand. And if memory serves, had been pretty much sticking to their Core Worlds well before, leaving defence to automatons and that.

Their collapse of course allowed the Great Crusade to happen, and I think more likely than not triggered Urg to become Urg.

Yes I'd say the age of strife or the age of Eldar disintegration, affected the whole galaxy and but just human worlds.

The eldar retreated, the Orks rise, the galaxy goes to pot.
