So you're wanting to put two combi-meltas on one model, right? In that case i would say, preferably, to put two on the mini, but discuss it with whoever you're playing, TO, etc. As long as you tell your opponent before the battle, they should be cool with it.

Technically, yes, you should have two of them on the model if you have given him two of them.

Putting a spare fuel canister on his belt would probably be enough for most players, though, so long as you point it out pre-game.

Only if the model has a rule that says that having two bolters makes them twin-linked.

Like the old Nid codex did with bio weapons. As far as i know there is no rule saying if you have two bolters that they become twin-linked.

I guess it would most matter on the situation. If this is in a tournament, you most likely would have to. If it is a friendly game, just discuss with your opponent.

thinking about it i had a tac marine with two bolters pointing forward...

How about a combi melta that has two melta's side-by-side?
