Well, you don't have to spend your WJ points. It's just kind of silly not to, as you're otherwise playing about 4-7 points down, depending on caster. But yes, other than that, you're perfectly able to play an all-infantry list. A few 'casters even favor infantry-heavy armies, such as the Irusks or eVlad.
Really though, such a force isn't as effective as it used to be in MkI. The changes to power attacks, how Warjacks are destroyed, etc. have made it much easier for 'Jacks to take on large amounts of infantry, and the loss of Swordmaster and Flying Steel, along with the toning down of things like epic Vlad's feat, have made infantry less of a "must take" in MkII.
If you do go for an infantry swarm list with Khador, I'd personally look at the Winterguard as a potential core of your list. Without going to the theme lists, you've got some great firepower in the Infantry (15 man CRAs are rather stupidly brutal), and the Riflemen with Kovnik Joe are great at picking off infantry from a range. For melee punch, your options are split between IFPs for cheaper shieldwall CMAs or the Doom Reavers for stupidly powerful yet squishy elite beatsticks.
If you're interested in themed lists, the Sorschas both do great Winterguard swarms, although they both like 'Jack support as well. My personal favorite, however, is eButcher's doomreaver swarm. While you'll want a couple 'Jacks to take advantage of his Rage Drives, the look on your opponent's face when he sees 5 full units of Doom Reavers running across the field is just priceless.
