I would like to see a traitor guard codex. It would be interesting as Chaos has both daemons and marines, but no guards. What do you think about that idea?

I think most people would be happy enough to see something like that.... IIRC there's even petitions and the like. But to be honest you can do this effectively enough with the existing guard codex, just rename/chaosify the Imperial bits to something more apt.
I'm going to move this from YMDC as well...

Well you more or less get that with the Siege of Vrakks Campaign books. Lots of stuff for Heretics that could easily be used for Traitor Guard Armies without any problems. I think it is even more useful then a pure Traitor Guard Codex would be as they micely scale it so you can seemlessly reinforce with CSM and Demon Forces

We had it. It was called Lost and the Damned. GW took it from us....meanies.
Use that list, the guard list, or Nuns with Guns list (as a nice Armored Death brigade). Make up your own fluff. profit!

except you can't take marks of chaos or chaos marine's in the list, or spawns.... so no the imperial guard codex is no subsititute for a traitor guard codex

My buddy's basically resurrected his Chaos Cult list using the new Guard book. He just goes Psyker heavy. He basically does a metric tonne of infantry with Ogryn, Psykers and demonic Rough Riders and a Death Strike and has a great time.
The last report from him was "I finally have the justification to paint my other few hundred cultists/conscripts!"
