Really depends on what you want to do. If you want bikes then Khan is better than Lysander.

Each character serves their own special role in their respective armies and can't be compared apples to apples.

@OP: There are a bunch of tactical articles related to how they each serve their army. There are also other threads dedicated to the special characters and their utility. Search the forums. See the search box at the top? Use it. You've got three threads at the top of the page here, and all of them are full of misspelled content-less garbage. You'd do well to look around and see what Dakka has to offer before adding to the clutter.
