The basic loadout is 3 chaos terminators, combi meltas. Deep strike next to a tank and kill it with your 3 melta shots.

To then follow up and be annihilated by the enemy or largely ignored as they shot their load and have to wait a while to recharge. Either way, pretty much nothing amazing coming from them afterward.

Well, I don't like them but they seem to work.
I recognized this painfully in the GT final last year. Sigh.

Yeah they are Cheap enough to just throw away (assuming you do not give them ANY other upgrades besides the Combi Meltas), yet effective enough to actually field.
At 35 points per model they are still terminators with all their terminator-like survivability, and each has a Power weapon, and so semi-dangerous in assault. But yeah the 3-6 bolter shots(depending on range) and the 6-9 Power weapon swings(depending on charge) is not Overly dangerous(well the shooting isn't anyway)

Which is why you give one of them a chainfist, making a neat 120 points in total and meaning your opponent *has* to focus on killing them.

Well, I'd give them combi-meltas.
If the unit is small enough (3 models), they eventually die from return fire.
Don't bother with other upgrades.

combi-meltas and a single chainfist, hence the price
Means they cant essentially ignore them or waqnder a dreadnought in there - for a trivial points increae. And you want them to die from weait of fire, as any fire towards your disposable unit is fire NOT killing your Troops.

However 3 squads of them would have probably put paid to the plasma death, and you can only target one squad of them at a time...
