I've been reading around on the forums but I havent found a straight answer for this: can the eldar use psychic powers that don't occur during the shooting phase in cc? fortune, guide, doom etc

If by "in CC", you mean "Locked in Combat at the start of the turn", then yes, you can.

You have Permission to use them at the start of the Turn.
There, that's my Permission. Now, you have to find something negating that permission.

Huh? Really? It does *not* need to be that specific.
How does this: Darn (something): "all smacks caused to the target gain a re-roll to wound until the start of the next space elf turn." *not* cover the permissive rule-set?
Wounds are caused in shooting. Wounds are caused in h2h. The elvish psy power Darn says it causes wounds to be rerolled. Thus it works in h2h.

He meant can the power be cast while locked in close combat, not does the effect work in CC
but yes, you can cast the power while locked in CC as long as it's not a psy-shooting attack.

Now, addressing jbunny's devil speak correctly: The rule for Doom says that you pick one unit within 18" of the Farseer. Since it isn't referencing any other rules, such as line of sight or working it as shooting, the rules gives you permission to pick one (1) unit within eighteen (18) inch of the Farseer.
Since this is a general permission, you need restrictions on this permission in order to prevent it from being used on units with do not fall in the general area of "enemy" inside "18 inch".
I.e. my permission doesn't restrict me, therefore I can.

There's being a Devil's Advocate on an issue and then there's baiting. Being a Devil's Advocate (DA) when an issue is as grey/contentious as ... say, LW vs Banshee Masks, or 4e's AP1 vs. SkimmersMovingFast then I can see someone claiming the shield of Devil's Advocacy, and giving it to them.
But claiming DA for Psy powers in h2h? You didn't even present an 'argument', just a request to find where the rules give permission. 'It's a permissive rules set, so you need to find it, point it out' etc. for using Psy powers in h2h? And with the other thread you're tangling with him?
Gwar does come off as a pretentious Rules Lawyer (that arrogant avatar and the links do him no favors) but I figured you were stepping over the line on this thread and I called you on it.

Again, I never addressed anyone. I asked an open question for anyone to answer. Gwar did answer, and you will notice that I did not question his answer.
I tangle with Gwar in several post, but that does not mean i an tangling with him here. In the topic you linked, I was asking him to clear up his position that he was not following RAW.
As far as my question on permission, I did give an arguement. I stated that the rules must give permission, and asked where is the permission?

You can use it at the beginning of the turn. There it is. Do I need specific permission to be able to fire my fire dragons specifically?
