So, this has probably been asked before, but I am a huge fan of Spartans and the movie 300. Which army would best fit to convert some models to have that theme of Spartans?

There use to be a perfect Pit Fighter body you could use for Warbands... but then they made it so you can't order individual torsos any more. It'd pretty much be that torso, Marauder limbs, Marauder Horsemen (metal) shields, and some other aspect.

These are the best! but they don't have shields.
Also real spartans did actually wear armour which makes it easier because looking for naked models with shields and spears is going to be difficult i would think

After finding a suitable army to base them on check out Scibor's conversion parts. He has Spartan heads, shields and torsos all for relatively cheap:

Incorrect.
Yes, Elves bodies are fragile, but Elven Warriors are very muscular. Did you notice that humans in Warhammer are also t3? Spartans are no different.
Helfs would be the best, IMO.

I'd use converted Chaos Marauders (they have the naked musculature you're looking for) and have them count as Warriors for the tough as nails factor. You'll always be outnumbered but almost never be outclassed. Also, if you take mark of undivided then you don't even need to make them evil-looking.
Leonitis would also have sick combat abilities as a chaos lord. Just saying.

I checked these out, but they don't have the intensity I was looking for in a model. I also wanted to model the spartan Phalanx, but its not possible with these models.

I think for my cause, this might be the right army to model them after. It was tight between High Elves and Chaos. The high elves have better rules, but Chaos has the look I like.

Crocodile Games, the people who make Wargods of Aegyptus, have a line of Spartan warriors in their catalog which are pefect if you want your "Spartan" army to look more like 300 than historic Greek soldiery. There's also this Spanish company that sells a Leonidas mini, also in the vein of 300 rather than historic fact, but it's so awesome, can't remember the companies name at the moment though.
Though I don't know how you feel about using non GW minis, if you want to stick to pure GW then conversions from chaos marauder range would be a good bet I guess.

Hmmm, I like those. The Spartan Phalanx set is perfect. I love the armor, but I hate the spears
I hate to say it, but they almost seem TOO perfect, and would look odd with the rest of the army (Most likely Chaos). I think my best bet, which would cost me more money, would be to mix models like that (Shield and head) with either Chaos warriors or Marauders.
My whole plan is to use the "Spartans" as either the warriors of my army, or the chosen, While using the Marauders as the Arcadian soldiers who will be meat shields and die for my glory.
I would model them all to form the phalanx like this http://www.tubeyak.com/images/wallpapers/300/300SpartanSoldiersInPhalanxFormation.jpg. Then, I'd probably model a character with an awesome green stuff beard to represent Leonidas.
