Hey guys, starting a skaven army themed almost purely clan skyre, only a beginner so starting small before I work my way up through the tunnels.
Anyway here is my list
Warlock Engineer
Level 2 Wizard
Pipes of Piebald
Warlock Engineer
Level 1 Wizard
Doom Rocket
Warpmusket
20 Clanrats
Full Command
Shields
20 Clanrats
Musician + Standard Bearer
Spears
10 Poisoned Wind Globadiers
Poisoned Wind Mortar
3 Rat Ogres
1 Packmaster
1 Doomwheel
Essentially tactics are to put magic engineer in the unit of clanrats with spears, and then use pipes of piebald to deny enemy charges so I can counter charge supported by rat ogres/globadiers, other engineer flies solo to snipe characters etc, doomwheel on the one flank and globadiers/rat ogres on the other, what you guys think?

I find this list lacking in both theme and competitiveness.
Firstly, for 1000 points you lack warm bodies. 40 Clanrats won't do a whole lot in 8th edition except die. By comparison I just played in a 500 point tournament and I fielded a force of 62 models... in half the amount of points you are pointing up.
The warlock engineer sniper will jsut get sniped himself. Musket is always a poor choice unless you put him in a unit of jezzails.
Poison Wind Globadiers can be very effective but not in the list presented. Ideally you want to use them in conjunction with slaves since you no longer have to randomize hits against slaves in close combat. Otherwise you will simply kill off as many of your clanrats as your opponents models (on average) and given your low number of clanrats that isn't good.
Rat Ogres, while awesome in the new edition, aren't clan scyre and don't fit the theme very well. Also with this small of a unit they can be horribly unreliable if the packmaster is killed.
Doomwheels are great but just remember they need a supporting unit to capitalize on the damage they inflict. They are not as maunueverable as in 7th edition and they do not negate ranks anymore either.
So what would I change? Drop the magic level and the musket off of the 2nd warlock engineer, this gives you a sacrificial lamb to move across the table and fire off the rocket. If you want him to be useful after that, give him a warplock pistol.
Drop the poison wind globadiers in favor of some jezzails. They would work better with your list anyway and then, if you really wanted, you could keep the musket on the engineer.
Drop the rat ogres for now and buff out your clanrats so you have 30-40. Ideally you'll have a couple big blocks of clanrats and a couple smaller blocks of slaves.

Total beginner at all this kind of thing so all the advice is appreciated! however I am gonna stick with globadier and mortar because the models and fluff are one of the chief reasons I'm starting a clan skyre army. I'll always remember seeing them when I first went into a GW and thought 'wow those things are evil!'
Anyway, taking your advice here's a revised list:

I'm thinking of ditching the rat ogres + halving the globadiers to make room for some jezzails. I've got enough stuff on order to make at least 1500 points (excluding the jezzails, which I ditched because there is poor variation in the models, and little inspiration conversion wise). My problem I feel is i'm driven more by modelling than true gaming, and on stupid tight budget, in fact if you have some ideas for jezzail conversions fire away.
Plan is now have the two warlocks in the clanrats, magic warlock does what he says on tin, piebald warlock lets loose doomrocket, denies enemy charge then counter-charges with a doomwheel into the flank, other unit slams in after oh so much warp lightning while globadiers hunt down warmachines etc. Then if I go with orges they flank charge with clanrats, if jezzails pepper things all game.
Can you explain the whole thing with the randomised shooting into combat thing, I know the faq removed a bit of the expendable rule, but what replaces it in the brb? (as I am yet to be furnished with one, waiting for starter box)

Correct. My point with shooting into a unit of slaves is that you are ultimately killing models that are cheaper and whose sole purpose is to lock an enemy in combat and die (hopefully fairly gruesomely).
Now Leigen, no offense from the other thread  I just figured you'd missed my suggestion of rat ogres, nothing more or less.
Eh, when I think Skyre I think Jezzails more than globadiers but that's more of a personal choice I feel.
For slaves Skaven can always fire into a combat where slaves are fighting. Now with the revised expendable rule you no longer have to randomize (unless you use Poison Wind Globadiers who have the life is cheap rule). With life is Cheap essentially roll to hit, then for each hit roll a d6. On a 1-3 you hit your own troops, 4-6 you hit the enemy. From there you roll to wound, take ward saves, etc.
Nothing replaces expendable in the basic rulebook since most other armies can't fire into close combat at any time. All that changed was the removal of the line from expendable that said to randomize any shots into the combat with slaves. This makes Warpfire Throwers extremely viscious.
Overall I think your list is pretty solid. I'm still a little skeptical about the 2 Rat Ogres as if the packmaster dies they will instantly be less reliable. Usually I recommend using Rat Ogres in conjunction with a warlord on a bonebreaker. Still, they may soak up a little fire that would otherwise be directed at your doomwheel or clanrats.

So I've bit the bullet and shelled out £120 on an island of blood, skaven batallion and doomwheel (plus a helbaster kit for conversions) and I'll need another doomwheel kit (for parts) in the future, looking at what I had in there I've retooled my list thusly:

I'm going for what I love about skaven, rather than a tournament competitive list, afterall, this is just the beginning. I've taken a big squad of globadiers simply because they are the models that got me into skaven in the first place!. General tactic here is to tie up units with the clanrats and slaves, then slam the doomwheel into units or fire into combat with the globadiers. What are your thoughts guys?

You can't give your BSB the enchanted shield if he's using a magic banner.
Also are you guys serious about not hitting your own skavenslaves? That somehow doesn't sound quite right but would be awesome if it was.
Oh and I just wanted to add a little question for myself, can you add a character into a unit of rat ogres? That's where I was hoping to put my BSB.

They changed the way the expendable rule works in the FAQ, basically hits would be randomised between slaves and the enemy if you shot at a unit in combat with them, now when you shoot at them you only hit the enemy.
