Other suggestions were something similar to Vulkan, only it's plasma weaponry instead of melta/flamer weaponry.
Similarly, 2x plasmaguns or 2x plasma cannons in a tac squad.
Plasma cannons on dreads.
Plasma overall would be cheaper as well, but you'd pay more for other items such as missile launchers, lascannons, and so on.

The ability to take Tactical Terminators as troops if you take a captain with terminator armor? Assault termies would still be elites (this is a shooty based army after all). Maybe some expanded terminator shooty options as well.

Well first of all I would like to see wargear upgraded to their vanilla SM equivalents, such as 3++ SS, and it would be good to see more psychic powers. Also, I think they should include more abilities which would reflect their obsession with hunting the Fallen, and there is next to no abilities/wargear/units which demonstrate the thing that mostly defines them.

Because there's really no reason for it anymore, outside of your army's background or your objective markers.
But onto my ideas/suggestions...
I've always felt that Dark Angels(much like Raven Guard) should both have more "Elite" Scouts. Both Chapters run two different types of Scout units...you've got the "standard" Scout units, which are armed with Bolters and act as lightly armed skirmishers(made up of the Chapter's recruits)--and then you've got their "Insurgency" Scout units, which are made up of the Veterans(usually armed with sniper rifles) who serve in the Scout Company as teachers to the recruits.
The first type is nice and all, but that's the Troop choice. Let's actually get a Veteran Scout unit that gets some neat little bonuses, shall we? Oh, and let's not forget Land Speeder Storms.
Deathwing. Shouldn't be restricted to only requiring Belial to field. The "Deathwing" upgrade needs to come back for characters, with any generic character(Chaplain, Captain, Librarian) who buys it able to field Deathwing Terminator Squads as Troop choices. Deathwing also need to have the option to get Dedicated Transports+Drop Pods. Teleporting is nice and all, but they don't always do it.
In that same train of thought--squad needs to be able to purchase additional members and special weapons. Why in the hell is it restricted to 5 man units? Also, the option for Combi-Plasma for the Terminator Squads wouldn't be too far out there.
Belial, of course, will be needed to be given a boost to be a viable option in light of his main benefit(Deathwing as troops) being replaced with a pointed option for generic characters. Maybe something like if Belial's on the field, any Deathwing squad can opt to call in a limited Orbital Bombardment keyed to a small range around them? Alternatively, something like Belial allowing for Terminator Squads to be teleported into/out of combat would make for an interesting bit.
Ravenwing...they seem okay for the most part.

Let's try and focus on differences like this. What's the various types of Dark Angel army lists, and how could you use things like this-- without relying on special characters-- to allow players to take them?

It was never like that until the most recent Codex. The Dark Angels book prior to that had the "between four and nine Terminators plus a Sergeant".

How about a melee/shooty unit, that is dedicated to taking down the fallen?
Preferred enemy comes to mind, perhaps rerolling hits to wound for certain weapons such as flamers.
EDIT: I'm saying a dedicated infantry unit.
NOT the Deathwing or the Ravenwing
I guess it would sort of be similiar to Sternguard

They do have special weapons, stormbolters. Normal marines don't have those  . They can also take heavy weapons marines can't.

I don't think that'd work out that well. Rather, why not give them access to heavy weapons a dev could use? For example, plasma cannons, lascannons, etc?

That doesn't suit the terminators style though.
They're supposed to have specific weapons the rest can't have.
I like the idea of giving them Special ammunition, although that might overpower them.
24" assault 2 2+ wounding hellfire rounds come to mind.

Acute Senses? +1 initiative? +1 Psychic power for a Librarian?
Also let's talk about Dark Angel psychic powers.
A more powerful smite to destroy the fallen?
Preferred enemy would be a must.
On the topic of preferred enemy, how about upgrading squad leaders to be part of the inner circle? Giving preferred enemy against a chosen enemy squad believed to house the fallen, or perhaps the enemy army as a whole? Seems to fit for the veterans (Sternguard and Vanguard)

Yeah... see he mentions 2 wounds and different weapons, not a crazy mighty morphin terminator. At least I assume he means that.
Watchers don't do much in fluff except have their own little force fields. They also never participate in combat.
Psychic powers for the DAs need a complete overhaul imo.
So selective preferred enemy: chaos marines that only some units get against some other units? Too complex.

In the standard bearer, in the issue of the DA's 4th ed release, Jervis said that the Deathwin had "always been said to operate in units of five with one heavy weapon", or something like that.

I think preferred enemy is a pretty crap rule. It's a bit like Favoured Enemy in D&D - it's useless unless you're always going to be fighthing that enemy, which you're not.
a 1500 point force against CSM gets the Preferred Enemy USR.
a 1500 point force against Orks doesn't get to use the rule.
can they get points back for that? Can they get something else instead?
Really you just need to convince people to come over to a specialised 'dex rather than use the vanilla. Meaning the fluff needs to be fleshed out in rules.
Considering the DA fluff (whilst really cool) isn't particularly conducive to combat (against anyone other than the Fallen), it's a tough call.
Maybe a faith points-like system, ala Sisters? You could use that to represent the pious nature of the DA. Maybe Librarian buffs other units, rather than uses offensive powers.
Lots of shooting, autocannon landspeeders or something.
