So - I've made this list based on my favorite fluffy idea. The idea is, scouts make the ground work and initiates the attack. And provide coordinates to the artillery units placed way backfield. They're then supported by deepstriking, full blown marines, and 1st company veterans. The list is:

librarian w. null zone and avenger

terminator squad w. cyclone launcher

dreadnought w. heavy flamer + locator beacon drop pod

5 ccw+bp scouts w. sgt. combi-melta & meltabombs (goes in a storm)

5 ccw+bp scouts w. sgt. combi-melta & meltabombs (goes in a storm)

10 scouts w. snipers & missile launcher + sgt. powerfist

10 tac marines w. melta & missile launcher + drop pod

2 thunderfire cannons

2 land speeder storms w. multimeltas

3 scout bikes w. 2 astartes launchers & cluster mines + sgt. combi-melta & melta bombs

In case you missed it, I'm a scout fanatic Now - the tactic is rather obvious, if I get the first turn I'm gonna alpha strike their ass. If not, its turbo boosting scoring goodiness (the storms), combined with tank hunters (the bikes), and a lovely wrapped surprise (the dropnought). In either case the drop podding tac squad, is for objective claiming. The terminators will prove themselves (hopefully) as a pain in the ass. Large scout sniper unit is for objective claiming, it's worth mentioning that shooting things are their secondary purpose. Thunderfire cannons are rather obvious, and hopefully they can stand in the same bolstered ruin, so the sniper scouts can benefit from the second bolster defences (there weren't points enough for cloaks).

I'm hoping this concept will work in its playtest tomorrow. After that, it's review time. PLS COME WITH CONSTRUCTIVE CRITICISM! THX

I really like the concept behind the list. Very original. No WAAC attitude here.

You need a touch more anti-vehicle firepower, IMO. You've got plenty of things that can put the hurt on, its' just that some of your most powerful stuff is BS3. (LSS with Multi-Meltas.) I don;t have any recommendations that would keep you at this points level, however. Maybe give the Librarian Vortex of Doom, as well?

It seems a pity to have this many scouts and not have Telion to guide that Missile Launcher.

Finally, you should give everyone that can take them Locator Beacons/Teleport Homers. Also, give the Librarian Terminator Armor. This way, on they turn they arrive from reserve, you can deep strike them near whatever unit needs some serious help. With mostly scouts, you need that kind of rapid response capability to trouble spots on the battlefield.

I personally loves the thunderfire cannon, always good to have them around

The challenge: in a 1500pt game I will play 900pt + D6x100 pts, if I roll a 6 I reroll and -100 to that second number (down to 1000pt minimum)

Move the Powerfist from the sniper scouts to a LSS squad. If you can go first you can scout and assault stationary vehicles (autohit) with three attacks instead of one melta-bomb attack, but keep melta-bombs for pesky high AV nonsense.
Try to find points for another one for the second LSS squad too.

Maybe drop one Thunderfire and put PF in the tac squad too and use the last 50 points to add more scout bikers?

Sounds very cool though. Lets see that battle report!

I've been working on a similar list and for the same reason. Coolness rather than killyness. For heavies I decided Predators felt like the most scouty thing being a light tank. My heavy points went there rather than on something like a thunderfire that seems to static. You lose plates, but can still keep some decent antitank.

I also didn't have the dread/termies as I was after less points, but I think they fit the fluff fine because of the deepstrike.

And lastly, as has been said, this list screams for Sgt Telion.

Looks pretty good to me! I enjoy using scouts in storms and snipers. There is a pretty good article on CNC about scouts that you may be interested in. Probably not new info for you but it's good none the less. Capture and Control: And They Shall Know No Fear: Troops Choices part 2

Busy somewhere, airin' out the skin jobs.

Speeders need the cliche Vulcan SC to be effective...otherwise you're better off with heavy flamers.

...and go with three storms and three embarked units.

I'll try to separate the snipers scouts in 2 units.
