This is a two-part question!

First, who has used epoxy and sand, mixed, to create a mud effect? I swear I read about it somewhere, but I could be hallucinating. It is the sort of resin in the two tubes that squeezes into a mix. Then, add sand and smear it onto a base. Anyone?

Also, has anyone used the Liquitex Resin Sand Gel Medium to do any effects on bases? They claim it dries to a concrete like finish, so that might be pretty nifty.

The only resin I know of that can be used to make a mud mix, is the MIG Pigment Resin, you can combine that with pigments to make a mud look.

I am not sure about 2 part epoxy. I imagine it would be possible, although I don't know how tinting it would go.

Experiment I shall! I am going to use 2-part epoxy glue, sand, and some pigments. If all goes well, expect pics.

It really depends on the 2 part epoxy you get. When ever I have gotten it for projects it would dry yellow and be hard as a rock but you can paint over it. I am sure that by adding some sand will give it that grainy effect but don't know if it would give you a muddy effect. But I haven't used the stuff in a while.

Try using white glue with sand before you waste good resin. You may get the results you're looking for, for a significantly lower cost.

I based my Necron army like this and liked the effect I got. Not the best pic, but...

Recently I tried this. It turned out pretty good for an experiment.
Except I did it like this:

Paint base with PVA.
Add sand.
Add watered PVA. BLOWDRY.
Keep painting on PVA to taste, blowdry-ing after each coat
Devlan Messiah wash or two.
An' Job's a good 'un!
