Alright, this is meant to be a semi-fluffy list of Clan Pestilens, with some vanilla Skaven units mixed it for variety and to fulfill core obligations, anyways:

Grey Seer - 455
General, Warpstone Tokens, Screaming Bell (Goes in Clanrats #2)

Plague Priest - 282
Level 2, Plague Furnace (Goes in Plague Monks #2)

Chieftain - 122
Shield, BSB, Storm Banner (Goes in Clanrats #2)

Clanrats #1: 40 Rats, Full Command, Shields, Poisoned Wind Mortar - 245
Clanrats #2: 30 Rats, Spears, Shields, Full Command, Poisoned Wind Mortar - 235
Giant Rats: 5 Rats & 1 Packmasters - 26

Plague Monks #1: 40 Monks, Full Command, Plague Banner - 335
Plague Monks #2: 25 Monks, Full Command - 200

Plagueclaw Catapult - 100

Total: 2000/2000

I'm not sure if going dual bell is a good idea, but I think the fluff and rules behind them are really cool and unique. The army book says that the Bells count for the rank bonus of the unit they are in, and states that they normally count as "15" models, which is why the units they go in are slightly undersized. The BSB seems to be a given, he's necessary in just about every army now, and the Storm Banner keeps my army from getting pummeled by first turn shooting. The Giant rants were to fulfill my core requirement (the Clanrats only get me to 480) and because I'm planning on buying two battalions I'll have the models. I haven't played a game of fantasy in about 5 years, and this is the first time I've tried skaven, so if this list is total crap let me know

One thing I want to point out (someone correct me if I'm wrong) But giant rats don't count towards the core requirement. :( At least not without Throt the Unclean, which is an entirely different list.

Anyways, list looks good. But personally, I would go Lord Skrolk and Plague Monk spam, but you apparently you wanted the Screaming Bell and I think the Grey Seer will add more to the list anyways.

Giant rats do indeed do nothing for core choice, they dont help to push it over the points sadly.

As walnut said, i would be more inclined to take skrolk in the list.
A: gives you nice magic potential, with some combat help.
B: plague monk troops, something you will want
C: fits the theme better.

Worth throwing him in a large unit of monks.

Also, that frees up space in special, so you can take some censor bearers.
Rare wise i would go with dual plague claw, that way you get a nice barrage off to thin out units.

I would get another plague claw catapult, large template at S2 no armor saves and causes panic tests if you take even 1 wound is great for the points. get rid of the screaming bell and just put the seer in with one of the clanrat or storm vermin units. i personally like to take storm vermin as they chew up a lot of core points real fast and are pretty tough. i like to give them the storm banner. you need some censer bearers, they are just ridiculously good for their point cost. 1-2 units of about 6-8 would be good. love the poisoned wind mortars too but you have a couple in your list. also i would just take one big unit of plague monks with the plague furnace. maybe just mash the 2 units you had together for it. you will have 60 frenzied plague monks with a plague furnace that makes them unbreakable and immune to psychology. this is a rock solid unit and backed by some censer bearers will cause problems basically any foe. the only other thing i can say is there are a few magic items that skaven have that give minuses to enemy leadership. this is huge if you are going up against a unit that is stead fast and you are pumping out a -2 to leadership at them...who cares if you are steadfast if you are on a LD6? hope i helped. remember this info is just based on my style as i too prefer clan pestilens.
