What is the general ruling or sentiment about fielding a mixed army? Say Tau and Eldar.

There aren't any. Apoc has a bit about allies called an Allies Matrix telling you who can ally with who realistically, so that's a good start (although it is out of date now that the Blood Angels and the Necrons are BFFs).

But generally speaking, there aren't any rules covering mixed armies. If your opponents are up for it, and there's a justifiable reason, then go for it.

You're best off ignoring it.

However, it refers to one situation wherein the Blood Angels and Necrons actually ignored each other rather than killed each other, instead focusing on the Tyranids invading the planet.

Love Can Bloom was actually an excellent story. Real shame that they lost the ending.

Not denying that. It's full of stupidity.
Psychic Dreadnoughts aren't new though. Red Scorpions, Dark Angels, and Grey Knights had them prior to this--they were just ultrarare.

I'm just saying, however, that Matt Ward didn't write the fluff. He wrote the rules and the army list.

Mixed armies? Don't know any rules officially allowing it ( bar limited stormtroopers in daemonhunters ). You'd need your opponent to say its okay.

I'm honestly not sure. I don't own the Blood Angels 'dex, and the FLGS is closed so I can't go look right now.

However, I'm fairly sure that whoever did it will be listed under either "Editorial" or "Hobby Materials".
Problem is when you look at all the names involved, you start to see some that crop up nowhere else throughout the Codices available other than those specific roles.
