Not including Grey Knights (since they are more elite specialists), I’d say World Eaters would do quite well. Fluff wise, they have more close combat experience/capabilities than a standard marine and are given +1 A, +1WS and the Furious Charge USR on the table to represent this. I’d also like to think that in terms of fluff, a Khornate chain axe is more powerful than an ordinary marine chain sword due to Khornate chain axes getting alternate rules in the 3.5 chaos codex.

All in all, I would rank the top 3 as follows:
1. World Eaters (Based off the rules and fluff. Probably the only pure CC/non ranged MEQ army in 40k )
2. Space Wolves (Based off the rules and fluff. Close second)
3. Blood Angels (Based of the rules and fluff. Only third as CC ferocity is reliant upon external factors such as red thirst, sanguinary priests, psychic powers, black rage etc)

Grey Knight in Tactical Dreadnought Armor with Nemesis Halberd has my vote. Pit one of those, one-on-one with any other Marine, and you'll probably see him come out ahead.

A close second would be a regular Terminator with twin LCs.

Not to criticize the 13th Company, but they're not really a viable codex as the wulfen models aren't available much now. But I would say that coupled with counterattack, True Grit and 2 A, the Grey Slayers would be on par with the World Eaters.
In a wider strategic context, they all have MTC and Scouts which makes them quite interesting to use.

Note that their rules were written extending from the 3rd edition SW Codex, so maybe if it was with the current rules they'd be even better.

As for actual Wulfen, the Grey Slayers beat them for having equal base attacks and ranged weapons, as well as being 3 points cheaper.

GK don't get powerweapons, S6 is well and good, but you don't deny the 3+ armour save that will save the SM butt everytime.

Also littlenibbler Orks aren't about armour saves.
Orks are about having too many models on the table, and wasting the other guy's time with your movement phase.

Which is why I specifically said GK Terminator.

If you look at the Nemesis Force Weapon entry in the codex, you'll see that while for regular PAGK the Nemesis Force Weapon is not a power weapon, for GK Terminators, it is.

You can pile on all of the USRs that you want onto a marine but that kinda breaks the idea of the standard marine with standard weapons.

As such looking at just base line stats I'm going to go with a World Eater Berzerker, Grey Knight, or a Space Wolf with Mark of the Wulfen.

Power/force weapons are not exactly standard weapons. However Wulfen are the only guys who have rending and as such can penitrate the other guys armor. Also with D6+1 attacks I imagine when they get their motor wound up its pretty nasty.

But if your looking for something a little tailored to cage fighting, but still with standard weapons. I'll go with a Lone Wolf with MotW. 2 wounds, FNP, eternal warrior, and D6+1 rending attacks. Thats one furball that if he is going down, he is going to take you with him and in as many pieces as possible.

They are for Grey Knights.

Hence my choice.
