Hence my choice.
The Nemisis weapon in the hands of a standard Grey Knight is not a power weapon. +2 strength is nothing to laugh at, but its still not a power weapon. I still don't know if I would call it a standard weapon.
Now, Sanguinary Guard and their weapon (what ever its called) is a Master Crafted power weapon all the time regardless of who is wielding it. I still wouldn't call it a standard weapon either.

Nemesis Force Weapons are standard gear for GKs.

If we're going standard equipment on a basic Troop choice marine, not subbing in a Sergeant with a power weapon, then Grey Knights.
Higher WS than most, so generally hitting on 3+
S6 so wounding on 2+
Sure the enemy gets a armour save, but in this scenario everybody does.
After that Khorne Berzerker
Higher WS than most, so generally hitting on 3+
Furious charge so if they charge they hit first, and wound on 3+
Lots of attacks = more armour saves = more chance of wounding.

Im going to second the Death Company: Number of attacks, Higher than standard WS, and coming stock with Feel No Pain and furious charge means any wound inflicted only would have a 50% chance of sticking.

Which is why I specifically said GK Terminator.
If you look at the Nemesis Force Weapon entry in the codex, you'll see that while for regular PAGK the Nemesis Force Weapon is not a power weapon, for GK Terminators, it is.
I was replying to the guy above me, also this is about basic troopers, not Marines with a few centuries of experience and powerweapons.
If we bring up elites or other MEQ/ TEQ units, then Obliterators, because who doesn't love heavy weapon spam!

Also littlenibbler Orks aren't about armour saves.
Orks are about having too many models on the table, and wasting the other guy's time with your movement phase.
Orks are about having the toughest units on the table.
Orks are about not caring about how many bodies are left in a long winding trail until the squad is down to less than a third its starting strength.
Orks are about rolling more dice then you can count without the aid of a calculator or a pen and paper.
Orks are about having totally fething insane characters tearing gak down like Doc Grotsnik, Ghazghkull or Snikrot.
Orks are about being too fething awesome to die...

Except that those heavy weapons are worthless in CC, which this thread is specifically about.

Standard weapons included. NFW is standard for GK Terminators, is a power weapon, and Terminators are marines. I could even pick nits a bit and say you couldn't choose a Chaos Marine, since Legions are not Chapters. But I won't.
GK Terminators fit all the criteria the OP put forward. Technically so do Obliterators, but a single Oblit would be dead in the first round of CC, with a power fist striking AFTER the GK's S6 power weapon that would, incidentally, cause the Oblit to be "Slain Outright" after taking only one wound (unless Obliterators, being Daemonkin, are not beholden to this rule, I'd have to look at the paper GK codex to tell you for sure).
Even if it didn't, that Oblit would probably die in the first round of combat.
