This is my first time scratch building something, and I wanted to start with orks (because if you muck it up, it still looks right!), but am stuck with what to use for weapons and legs, any ideas?

You got some of the cities of death terrain pieces? There are some support beamers in there, that should give you a good base for the legs. Or you could just go clip some sprues in the right shapes

Probably plastic tube/rods for starters. Lego and other toy bits would probably look okay after souping them up with some orky bits. Orks can be both easy and hard to convert for since their equipment can be very ramshackle but if care isn't taken it can look like a pile of things bunged together. Good luck!

Yup, plastic tubing makes perfect pistons and gun barrels - get various sizes, so they can fit inside each other. And 'loot' your bitz box - a mek will reuse almost anything when building a kan, so so should you!

What I did to scratch build my kans was use a piece of pvc pipe and attach legs and arms from the Mechwarrior Darkage miniatures series.

I built a deff dread from the AoBR dread and truck parts. It looks cool, haven't painted it yet, I'll see if I can get some pics up. It will be on my army blog soon.
