Not sure, but you could use a combination or the existing ones, cutting and green stuff. It won't get you the skeletal ones but would at least get zombies.

Which of the kits comes with a few plastic orc skulls? I can't remember, but I seem to think it was (strangely) the basic orc warrior set.

Ya the orc skulls come in the orc warrior regiment. There's not many in there though 2 or 4 I believe.

i know people who use ogres as unit fillers for Zombie regiments.
GW doesn't make any non-human skeletons, but just make a unit look dead and it should be fine.

The only non human undead I'm familiar with, are my friends Dark Elf Vampire Counts.
He made skeletons by mixing skeleton and DE warrior boxes, zombies are made with
HE archer legs, and the rest are from zombies, Grave guard and Black Knights are made by
combining grave guard with Corsairs and CoK respectively, and the cairn wraiths are
executioners painted in a light blue/white ghostly colour scheme, while the tomb banshees
are WE champions painted the same.
The army looks really nice and different.

TBH: Human and elf skeletons will have little to no differences, especially in the scale we deal with.
kit bash elves with skeletons and your fine.
other races like ogres, lizardmen, and orks will be tougher.

I think the problem is we don't know what they look like without flesh. Zombie orcs are around, zombie anything is pretty easy to convert.

Yeah, I have the command blister for the Cursed Company. With Richter Kreuger, there was an elf standard bearer (skinny, frail-looking skeleton) and a goblin musician. (though he looks like a small orc). I wanted the rest of the Cursed Company, but at the time, GW had it listed as $100 US, which was more than I was willing to go.

I'd suggest asking around your friends and fellow players at the FLGS and see who has some left over skulls and such in their bit box, I know that the beastmen sets come with a good number of beast skulls of several sorts, and the lizardmen have a lot of units with skull helmets add those to some ghouls to take advantage of the hunched posture and you're halfway there.
Also for the lizardmen I might suggest finding some plastic dinosaur skeleton toys at your local toy store/museum giftshop,, gives you all sorts of bones to mix in with some skeleton zombie or etcetera sets to make them look good and lizardman-ish.
Not to mention the added conversion options, corpse cart built on the back of a skelital stegadon anyone?

you might catch a few lizards, real lizards, and let them decompose. put them in with flesh eating beatles.
either way you need the bones.
then you can assemble the bones in a way that pleases you.

thanks I have a couple of all the Cursed Company Orc, Lizardmen, Dwarf Warriors, Elf Standard, Goblin Drummer - it was in case any other company made non human undead. Now hoping someone will see it as a niche amongst all those varied undead skeletons out there.
Elves are pretty easy to convert- my Black Knights are elves - the idea of toy dinosaurs had not occured - thanks.
