Depends on the source. Different quality IMO.
Camo can be anything from a basic camo pattern at the cloaks to a technical solution where the cloak adapts to the environment.
If you refer to camo cloaks from a specific codex, maybe look them up in said codex?

I dont think they are either. I think they are cloaks that have camo designs on them... no magic abilities.
I didn't mean the magical aspect of the LOTR cloaks, just the visual camouflage. The way I remember it (it's been a while since I've seen Return Of The King) the cloaks blended in with the hillside by mimicking terrain.
The Space Marine Codex says: ". . . loose garments woven with light absorbing material, that imitate nearby terrain.
To me that sounds like chameleon-like blending into the background, not actual invisibility, but I'm new to 40K so I wasn't sure.

They just short of absorb the colour and texture of stuff they touch. Totally not as dramatic as LOTR and predators. Basically they're just green and brown capes with some leaves stuck on them.

Tanith and these swamp dwellers had different camo and both blended fine into the background.
Marine codex specifies otherwise and IMO chamaeleon like abilities are possible.

I think the terrain blending cloaks are made with what's called Chamelioline. One of the best types of Camo cloaks you can get.

Cameleoline (spelling?) cloaks have chameleonic abilities that help in blending the individual in, they're famously used by the Tanith but were and old Doctrine in the last IG Codex sugesting any developed regiment could have them. Other capes tend to just be bog standard Camouflage.

So they got cover saves too?
Maybe a eldar holofield could compete with the predators invisibility?
I see you don't like to accept active solutions without technical gimmicks and a neccessary power source.
But still anything running without a powersource is superior, as energy output could be spotted with the right gear.
Would bet its harder to find a 40k sniper than a predator.

huh? Active camoflage exists in 40K. Adeptus Custodes have full blown invisibility cloaks actually. Just saying Tanith for example are just wearing capes. Fancy-capes but capes nontheless.
