Someone recently told me that when a spell is cast with IF it still has to meet the minimum casting requirements in order for the spell to be cast and IF just means that you can't dispel it afterwards. I don't think this is right. IF means that the spell is cast regardless of whether or not the minimum value is met AND it can't be dispelled.
Am I right? If not please give me a page number in the 8th Ed. book that counters this assumption, because I can't find it.
...So if I am right, then shouldn't Teclis' ability to cause IF on any double mean that he DOESN"T have to meet the casting value either? Is this maybe addressed in the HE FAQ? All I can find is that it will cause a miscast on a double 6, but that any double is still IF.
I think that people are confusing the issue and thinking that IF and Miscast are one in the same. They are separate items in the rule book. Double 6's cause IF AND Miscast. This should be easily discernable since there are items which cause IF independent of Miscast ex. HE Book of Hoeth, and items which cause Miscast independent of IF ex. DE Ring of Hoetek.

The thing with teclis is.
Teclis rules states
Any successful casting which includes a double counts as being cast with IF.
Successful being the key word.
So he must meet the casting value.
The FaQ states that he will only take a miscast ona double 6.

What he said. Also, for regular IF you only have to roll two 6's and it doesn't have to meet or beat the casting cost of the spell. This also applies to Teclis and the Book of Hoeth.
So, Teclis and the Book of Hoeth can get a normal IF/Miscast on two 6's and they don't have to meet or beat the casting cost. Meanwhile, Teclis and the Book of Hoeth can also cause IF without Miscast as long as they meet or beat the casting cost and roll any doubles.

Yup Teclis/Book need to meet the value and get a double for IF.
