I know what you're thinking, but hold up. I am not starting a new Chaos army. Rather, this was inspired by a discussion I had earlier as to which Chaos Legion from the Horus heresy would be best* if you kept to their 'theme'. By that, I mean sticking to the armies fluff for your composition-Berserkers and Khornate stuff for the WE, for instance. i'm talking more about on paper effectiveness and math-hammering here, as tactics need to vary from game to game (although, flexibility is a strong point to consider in your choice) and a 'bad' player can make even the most cunningly created army list lose horrendously. Maybe post up why you think it as well. If I had to pick, I would probably say the Emperor's Children-I hate them with a passion, but I'll admit that they're good at both combat and shooting (as well as having the infamous Fzorgle princes). Have at it Dakka!

* Obviously, best is a subjective term, but you understand what I'm trying to say.

I have to vote Black Legion here, since fluffwise they have a number of former-other-legion members in their ranks. Specifically, this means it wouldn't be unusual for them to field ex-Death Guard plague marines alongside a slaaneshi sorcerer or what have you (not that they'll like it though).

Since the Chaos Space Marine codex is arguably the "strongest" when mixing cults (despite being somewhat lackluster overall), I had to go with Black Legion.

the four cult armies are probably the "worst" (by worst i mean inflexible) with deathguard on top cause they are as tough as nails and emperors children 2nd cause they are better than a standard marine in shooting and combat and lashes always help, the thousand sons though i don't want to admit it are the very worst unless you face a lot of fellow marines 300 points for 9 with a rhino isn't very cost effective.

i think alpha legion just about edges above the competition cause of the chosen, 3 squads which can out flank carrying a wide varity of weapons nothing says hello like 5 plasma guns rapid firing at your flanks, while having more troops and havocs in rhinos with special weapons.

the rest are basically equal with the nightlords faster, black legion most balanced, iron warriors with the big guns (shame they had to bring out the 4th ed codex) and if there's another one i forgot who they are.

but really they all are pretty much the best except thousand sons, it's just which bests suits your playing style

tyranids only want to give you a hug, it isn't their fault they are cursed with extremely sharp and pointy claws.

There's no such thing as "Legions" any more.

There is one list, one army. If you say you're playing a "Legion" you're just playing Chaos Counts As.

For a themed army, I think he means. But again, Black Legion will always be the strongest because it has no limitations.

In that case, yes. Black Legion would be as they can pretty much have anything.

Black Legion of course. Their theme is that they don't have a theme, and can take whatever they want. Every competitive army is either a warband or Black Legion.
