Well, I have a couple ideas here,
Obviously, they're a bit difficult to test, but I've done my best.
First off, I see some armies wanting certain commanders, but not wanting others.
So, I propose, we split up HQ into...
1 Commander/General [warboss, farseer, captain, tau uh, fish thing, commisar etc.]
2 officers [mekboy, eldar, uh wraith thing, chaplain]
6 troops
3 elite
3 heavy
3 fast
etc.
So, thoughts?

So, more like WHFB? I always liked it. One problem though:
Eldar don't have any HQ wraith thing. There are: Autarch, Farseer and Avatar (excluding named ones). They all are "Commander" material, so this might be a problem.

This seems like something that only really helps Space Marines and guard.
All the Xeno armies pretty much just have what would be classified as Commanders under this. Since you couldn't even Name a Tau Shas'o or whatever you thought the Eldar "wraith thing" was, This was pretty much written with the Idea of "I want better Space Marines" in mind.

Yeha, the Xeno codices arent really set up for this.
I guess the current DE sorta are, since there Archons/Archites and Drachons/Drachites/Haemies...
Its pretty much the same as WHFB with Lords and Heroes.

Restricting the selection of HQ's is not a good idea.
I was so relieved when they finally said, "look, enough with the two types of each HQ."
In practice, it would mean that all armies have to be led by a warboss, autarch, or hive tyrant, something pretty damaging to most of the builds out there (given that, for example, most people don't use autarchs). It's a step backward.

Well, I see where you are comming from for armies like eldar.
But, they can be like wolves and be able to take two commanders rather.
I said farseer == commander. I'd consider an autarch a captain.

There's nothing to restrict you from splitting 2000 point army in two force organization charts just so long as both meet the chart requirement if you want an extra HQ. I don't like the idea of restricting it more than it already is. Some armies wouldn't want to use more HQs, while others start to get worse as the points go up, because they rely much heavier on them. Besides most HQs are so pointsy that taking too many would leave you kind of lacking for the other stuff you need.

well, I'd rather spend 125 points on a master of the forge w/ conv. beamer then spend 125 points on sterns or tactical marines...

This won't work with every army. I'm not even 100% sure if Daemons have a Chain of Command, so how it would work for them...
If you really, truely NEED the Master of the Forge do the two FoC thing that Guitardian said. If you can come up with a Full list of how this would work with every Army ( Extra Credit if you do Squats), then we got something to work with.

It kinda feels like you're leaving something important out of that sentence.
Do you want to buy a Second(or third) Master of the Forge, or do you just prefer them to Tactical Squads?
Edit: Not being an ass. It just takes alot of work to keep me on the same page at 3am.

It's an interesting idea, make all the FOC modifying characters 0-1, but then free up room for another character choice. Only problem is I think that a lot of people would get mad that they would lose their Pedro/Vulkan armies or whatever.

I posted a Topic with the idea of making Unique HQ choices either a 1 or 2 optional choice. This way people could have their Elite Marine Spearheads and other armies could have whatever. The initial idea being that people would be free to use more unique themed armies or else go for the plain 'vanilla' army option. Of course it would be damaging to any list to have 3 + HQ choices, especially in games of 2,000 points or under, even more so if two of those were Unique choices, but then I think people should be free. Free...to do what they want to do...and to have a good time...
This all being said, and after thinking about it, any additions like that and you may as well play 3,000 points and have a game of Apocalypse - and throw that FOC to Hades...
