This is exclusively for Apoc, so please keep this in mind.
Armor maintained at 14 all the way around, set up basically like a Terminus pattern subbing in Heavy flamers and Flamestrike cannons. 1 Twin-linked Turret mount Heavy Flamer, 2 Sponson mount Heavy Flamer, 2 Sponson mount Flamestrike cannons. If shooting all flamers at same target player may use Hellstorm template and place within 2d6 inches of tank.
If tank receives a vehicle wrecked or destroyed result roll 1d6. On a result of 3 or higher the Promethium tanks have been penetrated and explosion results. Roll 3d6 for explosion result. Every model in the blast radius take a S5 hit, no cover saves allowed.
The Baal Pattern Land Raider may not move and make a Hellstorm attack in the same turn. However, it may still move and shoot 1 primary weapon and an additional weapon fired by the Machine spirit.
STATS = BS 4
Front armor = 14
Side = 14
Rear = 14
Flamestrike cannon = S6 AP 3 Template
Heavy Flamer = S5 AP 4 Template
Hellstorm Flameblast = S7 AP 2

I would like to know the point costs too.
A helstorm plasma template is very very powerful, but the tank is really short ranged and one weapon destroyed =useless huge template (if I understand it correctly), I think it might just work.
I guess it's unable to transport troops too?

I would put 1 TL flamestorm cannon as the primary hull mounted weapon. 4 Heavy Flamer sponsons in total, 2 on each side.
Instead of firing normally it can choose to fire the big flameblast thing from the flamestorm cannon. Treated as ordnance, except for the 5'' blast. If it uses the super-fiery mega torch, it cannot fire any other weapon, even the one granted by machine spirit.
I would keep the promethium rule, and price it around 280 points, it cannot carry troops.

I would add something that deals with the amount of promethium it would have to store and have all penetrating having a chance to set it off EDIT wow I didnt even see you had that already... yeah do that

Id do what bellum said about the weapons
1 hull mounted TL flamestorm, 2 heavy flamers per sponson
no troop capacity due to the massive amount of promethium required.
as for the rule..
Promethium Tank:
This landraider is holstering a massive tank of volitile liquid that a penetrating hit towards the vehicle may disturb or even blow us all to flaming hell.
For every penetrating hit that results in weapon destroyed/immobilized/wrecked/destroyed
The vehicle suffers, roll a d6, on a 1 the Promethium tank has been ruptured and the vehicle explodes (-1 to the d6 roll if the vehicle was wrecked, -2 for explodes) and the resulting blast is 3d6'' at strength 5.
may take two of the following:
May upgrade sponsons to twinlinked heavy flamers for 20pts, though this will increase the chances of rupture (aditional -1 to the d6 roll)
May upgrade the sponsons to flamestorm cannons for 30pts, though this will increase the chances of rupture (-1 to d6 roll)
May take up to two additional hull mounted heavy flamers for 10pts per, though this will increase the chances of rupture (-1 to the d6 roll)
base pts 280.
since its not carrying troops, make it fast like other baal vehicles.

It seems way to small of a vehicle to put an apoc-style weapon on... (The hellstorm thing)
Oh, and don't make it fast... it's a Land Raider afterall...
The fluff even states clearly the Land Raiders are too heavy and the engine upgrades failed.

They made this landraider extremely dangerous to even DRIVE. but its also an extremely powerful vehicle.

Agreed with grayspark and bucketwalrus. Should make the rule that the promethium explodes on a 4+ with the effect described by bucketwalrus. None of the upgrades for extra flamers, that is a little to much for a battle tank.

I don't know I like the original guns, its flavorful and would make it fun to play. Putting a regular old flamestorm gun would make it kinda boring
