Terminators - should they lose their 5+ inv but be given +1 W?
I think this is a good idea, as it makes them more survivable against light fire, but the bigger weapons still retain their threat level.
Thoughts?

Price hike would be needed. They are very durable against light arms fire and against that you gain 100% survivability. Against heavy arms fire (non-instant death) you gain +2/3 survivability. On HQ characters additional concerns would be needed to be addressed.
It's not a bad suggestion, however.

It would make them very vulnerable to melta weapons.
But, against massed small arms fire, they go from loosing 1 model for every 6 wounds to 1 model for every 12.
This might come out balanced in the end. It's worth playtesting.
Although, I think you'd have to modify Terminator squads to remove customization and therefor any wound allocation shenanigans. They'd already be hard enough to kill without having to do 4-5 wounds before killing a single model.

Bigger weapons will become much more effective against Terminators. They have an Iv5+ for a reason, to ameliorate their problems with AP2 weapons.

I understand what you mean in your concerns about AP1 and AP2. Remember though that most ap2 fire that comes their way is plasma - not enough for ID.
As for your other comment.....
NOTHING pisses me off more than when people say "I'm sorry if I do X", and then do X right after!
I don't think this suggested rule was as overcomplicated as your comment seems to suggest. Furthermore, why this thread? You're in a dedicated online warhammer forum, its not like you don't have a place to share your opinions.
Next time save your rants for a more appropriate context.

Honestly, Terminators are pretty good right now. They're only major drawback is that they only have 1 good delivery system, and it costs 250 points.
A character or upgrade that gives them greater incentive to deep strike would probably see them used in a greater variety of roles, as opposed to simply putting TH/SS terminators in a Land Raider with a Null Zone Librarian and rushing across the board.
Chaos Terminators suffer from this even worse. They definitely need some better delivery options.
