Can Orks use the "Mob Rule" as their leadership (up to LD 10) when targeted by the Eldar Mind War?
The Eldar Codex states it's targeting the individual model, not the unit.
I would play it as the orks can use the Mob Rule in the case... how would you?

I'd let the Ork use Mob Rule. After all, their codex even points this out for Weirdboys with no mention of it being exclusive to them. Any Ork that needs to use LD for anything, at any time, can use Mob Rule. Ofc he'd still have to cap it at 10, then subtract any negative modifiers if there are such.

The Ork codex is quite explicit in saying that any model in a unit can substitute it's own Ld for the number of models in the unit (Up to 10 of course), so yes.

Each model in the unit gains the benefit from mob rule. A mob of 10+ boyz each has leadership 10. This is clearly stated in the ork codex.
