Let's say hypothetically someone went and ordered an 18" tall Cthulhu mini.

Then lets say, hypothetically, that someone was looking for a way to actually use it.

What 40k rules might that person use?

It would be similar to a greater daemon of Tzeentch.

Well I'd say he'd probably be Apocalypse only, and use the rules for gargantuan creatures as a start. Look at some of the special rules for the FW greater daemons as well, and allow him to summon deep ones.

Hmm...

You're aware that even that rather impressive stat line up for D&D 2nd edition is pretty far from what Cthulu would really be like right? Even a 18'' inch mini is short, as Cthulu would most likely be the size of an Imperator Titan or even bigger... he can be as big as he wants to be really, he has total control over his body's size.

His power level would be more in line with one of the Chaos God to be honest...

It could be a Lesser Calamari of Cthulu, hence the smaller size.

Give it FW Tzeentch greater demon stats, and cost, or Nurgle. The sickness representing being driven mad and the nurgle toughness representing his, er, toughness.
