They may move and fire heavy weapons, and assault after doing so plus after using rapid fire. Check the terminator armor section on page 86. Not relentless, but close.

The only difference is they may not fire Rapid Fire weapons as stationary, on the move.

Where does it say that? I just read the rules on page 86 of the CSM codex and I didn't see anything about not firing Rapid Fire weapons as stationary, when they've moved. I always thought they could. If they can't that really diminishes the use of deep striking them. Deepstriking counts as movement, so you couldn't deepstrike and fire your bolters (or combi-plasmas) on the same turn they deep strike. Well you could, but you could only shoot 12" Is that correct?

That is correct.

When they put the rules for terminators into the codex,rather than the main rulebook, in preparation for 5th ed, they left out the "fire as stationary"

Most people i know, including in tournaments, are MORE Than happy to play it as them having true relentless, however, chalking it up to yet more GW bad writing.
