If an ork biker who normaly gets a 4+ cover save is in cover does he get to add to his cover? Example Biker in a building and someone outside the building fires in, does he get a 3+ cover?

@ the OP : No, saves don't stack like that.

No, buildings and ruins and things give a specific cover value (i.e. a walled ruin gives 3+, where a flat ruin gives a 4+). The only way to improve your bikers cover save is by going to ground, hiding in a walled/fortified building, or turboboosting.

Secondly - no. You never stack saves, so you would have a 4+ and a 4+, picking the better of the two

All models can go to ground unless their special rules say they can't. P.24.

Bikers cannot GtG if turb-boosting. P.76.

Only infantry can enter buildings (same as transport vehicles).

Bikes can enter buildings, they just cant go up floors. However they take a dangerous test/saves when entering.

or maybe simply getting off the bike and using it for cover

As states, Bikes cannot enter Buildings, which are distinct from Ruins in just about every possible way.
