How could it be in the lore of ruin?
A Grey Seer could roll up 4 spell from plague, and then swap one for the 13th spell.

I think what he means is that the gray seer can select randomly from either the Ruin or Plague lores, and may replace any spell he rolls with the 13th. With that in mind, it's initially difficult to say for sure which Lore it falls under. I don't own the book, so I can't really look for page references for which it may fall under.

I would dare say it falls under neither as it is not listed in either spell selection list. This is similar to the ruling (in 7th at least) about Invocation for VC not being affected by the -2 banner.

It's one of those mystical spells that lies outside of any specific lore.

It is on the same page as the plague spells, it acts as the replacement spell for plague, and you can't replace it and skitterleap. But it is probably best to treat it as outside the lore.

It is outside of the lore as it is in its own boxout.
