Ok So in a game today in a four player game in which we roll to see who goes first, second, third each turn. The one player said after he shot everything, that now lets roll for the next turn. After the roll was done he said he could fire his wolf scouts, which forgot to shot in the shooting phase, gaining him a killpoint! So do you guys think that he should have done this? Yes? No?

Umm no you guys let him. If it was a problem, you shouldn't have allowed him to. If an opponent asks to do something that is against the rules, and you say yes, it is not cheating.
edit: OTOH, if he just rolled up the shooting out of turn you should have ignored it and told him his turn was passed already. Either way its up to you guys to keep each other in check.

It is cheating they just let him do it. Although i'm not sure whether letting him do it through ignorance (no offense) actually counts as letting him go ahead with it voluntarily.

it fine we actually were in the middle of the game when we posted it now it doesn't matter cause i won 10KPS while he only got 3!

As a general rule in life, when you give somebody permission to do something, even grudgingly, when they do it they cant' be blamed. Unless the person granted permission is your girlfriend/wife, as she can always blame you for anything.
Should you have said no? Yes, I think so. In friendly games a lot of people allow mulligans, or do overs, but they're not to be expected.

I remember a game when my opponent forgot to shoot a Fire Prism the 1st turn then said he could shoot it twice the 3rd turn. I said he couldn't and he had a fit. Oh well it was his fault for forgetting .

Altering the rules on the agreement of both players is not cheating. You agreed to alter the rules in order for him to make a forgotten attack... So he didn't cheat. He made an attack you allowed him to make.

I don't believe it should be thought of as cheating I think the real question should have been is it allowed. The rule book says no, but it also says that house rules and friendly games may allow for rules to be overlooked. It says with a reference that states that you basically shouldn't be an @$$ in friendly games.

Even without the rulebook saying so, it's not unusual for players to agree to allow an opponent to go back and do something that they forgot at the appropriate time.
It's a little inappropriate for a player to expect this to be allowed, and if an opponent doesn't want to allow it that should just be taken as a lesson in paying a little more attention to what you are doing in the future... But asking to do it isn't cheating.

When I forget to shoot with with a unit or move or something I don't allow myself to go back, even if the opponent allows it, how else will I learn to not do it? But that's just me.

It's kind of rude to ask for a re-do.
There are two polite and acceptable ways this situation can go during a friendly game:
Player A: Damn! I forgot to shoot my scouts.
Player B: That's okay, just do it now. We haven't moved anything.
Player A: Are you sure? Well, thank you.
Blam blam blam, etc.
Player C: Damn! I forgot to shoot my scouts.
Player D: I bet you won't forget next turn!
Player C: No, I won't.
The A vs B way is more friendly, however no-one can say the C vs D way is unfair.

I've been to tournaments where I forgot to do something in a game, announced it, paused and looked at my opponent, who said nothing, and then moved on with the game. Two turns later he forgets something, and asks to go back. I tell him that he didn't offer when I forgot, so I'm not allowing him to go back.
Mulligans are like cocked die: there is no "proper" way to do them, but they need to be consistent and apply evenly.
