Back in 4th they gave a 6+ cover save(IIRC), but other than that, I don't know of anything allowing you to climb fences.
You could use the Lateral Thinking bit in the Rulebook, under Doors, ladders, ect. to make a House Rule for Fences.

All terrain can be walked over or through without penalty unless defined at the start of the game as difficult or impassable.
The Terrain Types guidelines on p.13. suggest that fences should be difficult.
The cover chart on p.21 gives fences a 5+ cover save.

Yer because i am making a terrain peice and it has a wooden fence on it and it seems a little weird that a chapter master of 1000 battles a champion of war is stoped by a 2.5 cm tall fence.

It's only a guideline. You can always rule the fence as being open terrain.

Isn't every rule in warhammer a guide line, you could even make all units move 10 if you agreed with your opponent (a really fast game  ) I think it would be difficult terrain but a good house rule would be it costs 2 inches instead of 1 when jumping a fence.
example: My marines start there movement phase right next to fence they jump the fence and there for can only move 4" more.

This is something I've wondered as well, although I have to ask, how tall are said fences? What I was wondering was something along the lines of "Can models move over a fence that is roughly waist high to them without difficulty?"

It's discussed between the players before the game what kind of terrain it is. You could classify the lines in the pavement as difficult and dangerous and pits of lava as clear terrain if both players agree that's reasonable and fun to play. Try not to classify a terrain piece as clear for one army and difficult for another as your opponent is unlikely to agree that that is reasonable.
A short split rail fence probably could be thought of as clear terrain while a wire fence could be difficult or even dangerous.

That's how I handle all fences, keeps things nice and simple. Although I don't have any really high fences, I guess that might change things...

Used to be that a terrain feature under 1" tall and 1" wide did not restrict movement. But as stated, best way to handle it (heck, only way, really) is to discuss terrain pre-game.

Yeah I'd get a good agreement pre-game. You can try and agree as-and-when you encounter the terrain, that sometimes works.
We often play several games over one day/evening with perhaps 4-5 people at my house. So you can always call upon someone not playing to be a GM-type character to keep things impartial.

I would play a fence as 6+ Cover and Difficult Terrain. If the fence is made of tough materials, then I would up the Cover to 5+.

I think that is fine as long as it is discussed and made clear at the start of the game.
This is a good principle to use with terrain generally.

In general outline it is the same for all terrain features.
There are no specific rules on how to classify pieces, it is left up to the players to define at the start of the game. This makes sense when you consider the huge variety of terrain pieces that could be in play, few of which are made by GW.
In my view, the purpose of a barricade is to block movement and provide cover, so I would make it impassable, and 4+ cover.

I think that as long as it isn't ferocrete any marine worth his purity seals can easily barge through a wooden fence.
Also, I do not see how a SM in full kit could climb over a fence without it breaking. A dreadnaught doubly so.

In our games, we generally consider anything fence-like (or hedge-like, or barbed-wire-like) to be 5+/Difficult for non-vehicles, and clear for vehicles.
But it's really a "discuss with your opponent" thing, as the rules do tell you (IIRC) to establish with your opponent what terrain is what.

Mundane Fence - 6+ Cover Save, No Difficult Terrain test (wooden or wire mesh)
Enforced Fence - 5+ Cover Save, Difficult Terrain Test (hasty barricade, concrete-type material)
Special Fence - 4+ Cover Save, Difficult Terrain Test, Possibly Impassible to Troops (electrified, magnetic, toxic/acidic. psychic-enforced)

Or a ditch.
However they of course are all different in construction and effects.
Clearly you can't cut your way through a ditch with wirecutters, nor can you lie down in a barbed wire fence and get below ground level.
The kind of barricades I have in mind are the ones built by streetfighting revolutionaries, which incorporate cars, rubble, lengths of tramway rail, pianos and so on. They are quite substantial and need a bulldozer to get through.

Don't think of it as "stopped by the fence" Think of it as "He comes to a fence, which has piles of corpses laying about - clearly a choke point for the enemy. He moves slowly and cautiously, to detect hidden threats."
I haven't yet found, however, a way rationalize as above when I had a grot kill a terminator with his pistol.

I like the idea that he was just stoped and cant figure out how to get over it.
As for the terminator slaying grot (which is very funny) i once killed Marneus Calgar (chapter master of the ultra marines) with 5 scouts w/t bolt pistols and combat blades.
