If you put a heavy enough coat of paint on the sandpaper it shouldn't be that scratchy.

A friend of mine just purchased a lot of cobble stone like (plastic) terrain from the local art store. It's all part of the X-mas stuff and 40% off.

Another one I thought of is using painter's tape. I saw a kind that is light grey which would work nicely if you want temporary roads.

If you are after a very quick, easy solution I should get the finest grade of wet and dry paper, cut out the roads and very lightly dry-brush pale grey. Then paint with PVA glue thinned 1:1 with water.

People would really have to rub their figures hard on that surface to scratch them.

I'm writing a load of fiction. My latest story starts here... This is the index of all the stories...

We're not very big on official rules. Rules lead to people looking for loopholes. What's here is about it.

thats what i did for my model railroad...i showed the guy an example and he said no...this guy spends like 4 hours per model painting them...so anyting less soft than toilet paper this guy will reject...

but thanks for the advice guys

i made these using card board and textures paint , the can warp a bit if not kept flat. but their very modular . i recommend not making the pavement higher than the roads unless you want to create the section inbetween the roads.
in hindsight i would use mdf and textured paint . good luck
edit if you dont want rough a texture i suggest using a varnish? could always go for a rain sodden road system

I'd use little pieces of plasticard. You don't get the bending and warping of cardboard or unrollable mats. Plus, they'd be easy to make so you could make a bunch of them, even for any individual game.

plasticard rectangle + glued on sand + spray paint should be good enough. Drybrush for extra credit.

Instead of sand, try salt. It still gives you some texture, but without the scratchiness if models tumble down into it.

I use some corse sand i got from the river near my house, put a mix of grey paint and PVA glue on a board and sprinkled the sand on, left it to dry, then painted more of the grey paint/glue mix (1:1) on. several coats of that and it gets rid of the rough scratchyness then you just cut the board to road width pieces. all done, simple and easy.

ooh. Roofing shingles glued down to plasticard. You could easily whip up a unique city fight terrain road set before every battle.

I'd shy away from salt. Salt dissolves in water. Do you really want humidity effecting your terrain?

Also, you can mail-order plasticard. That and I just found out that my hardware store has a tiny rack of sheet styrene, which means I now have a source only a couple blocks from my house.

Look around, I bet you can find some for a reasonable price.

I believe the OP has cost issues.

This is not free either, but I suggest thin mdf, spray texture paint from your local hardware store, and some stencilled white lines.

i found some 500grit sandpaper (feels like printer paper to me) and a bunch of old plastic boxes (not styrene, but something much harder, and semi-clear) that i could glue it to...now for paint.....

For a soft concrete try using foam sheets for kiddy craft work over an MDF base. It's basically what I used to make the paving slabs on my dreadnoughts and urban terrain. Definitely safe for painted minis.

I found at the Home Depot vynal floor tiles that were this blue grey color (had a patches of a few different greys). It was very easy to cut (just score with a knife and bend) and 8$ made me more than I could use. I just spay painted lane lines with white spray paint through a rudementery cardboard stincil. only thing is the corners tend to break if dropped.

I'm sure you guys have Dollar stores in CA. The one I go to out here carries craft supplies and I found thin foam sheets the size of letter paper, (think of placematts). You get two for a buck and the come in a variety of colors, including Grey and Black. Add a bit of wash and they'd be perfect for what you are trying to do.
