Most figures are for historical rank and file games, where typically multi bases are used. Without a puddle bases the would be a major pain in the back to attach. Figures like the Grognards which are rather used in skirmish games with single basing, are produced without base.
If you don't want a base, cut it off. It's much easier to cut a base off then to add a base that is just as resilient. This goes especially for figures that stand on one foot. They are a nightmare when done without integral base (Mantic, I am looking at you...)

Utter poppycock. Puddle bases are cancer at all times ESPECIALLY for multibasing. How the hell are you even multibasing with puddle bases, you'd need to attach all models before texturing the base and then try to apply filler and gak around the feet of painted models. The only time puddle bases make sense is on green army men for 5 year olds.

That may be true for Kings of War style multibasing, but typically historical multibasing is simpler. For example, what I'm used to is three 25mm infantry in a single rank on a 50mm x 25mm base for a Napoleonic infantry company. One can glue the flock around the puddle bases.
Now I agree that multibasing KoW style where one tries to make a mini diorama on a movement tray is a pain with puddle bases, and all I was doing was desert sand. Had to glue the painted figure to the base, then glue the sand, then paint the sand around the painted figures. And that was just for a Infantry Troop of ten figures on a 40mm x 100mm stand! Not looking forward to basing my Northern Alliance Clansmen on the 80mm x 100mm (and I can only get about 16 figures on that size tray anyway).
