Well I would love to have a Chaptain. 100 points for ws6 w3 att3 and rights of battle.....

but on a serious note I voted librarian. put him in termie armor and they can wreak havoc. They are very flexible in the role they are put in, especially in a smaller game they can realy pack a punch and give you bang for the buck as far as points go.

Librarian. Gives you the option of some good shooting attacks, a psychic hood, and they can range from decent to badass in assault depending on their powers. Chaplains are good for dedicated assault squads.

What the hell is a Chaptain?

If you meant Captain, then I say Captain. If you meant Chaplain, then I say Chaplain. Librarians are more "support" HQ choices, and work best with a stronger melee character to do the heavy lifting.

I think it's pretty much a wash. They're both equally good, but in different rolls.

You mention that this choice will determine the force... IMO, you can't design an entire army around a either of them, but at least with the Chaplain you can design a squad around him.

I like them both and I don't think either are strong enough to be the center point of an army. I voted for the librarian because they are more versatile than the Chappie, and can roll with a greater variety of units than a chaplain IMO. But I would go with a captain or chapter master over either of these any day of the week.

-libby because he's your best painted model and it's more versatile than a chappie.
-chapter master if you have an extra 25pts to spend. having an orbital bombardment is worth it.
