Now, I am willing to create the rules, wargear, option and stat lines for any IC you want (e.g: a master of sanctity for every chapter.)
All you guys have to do is tell me the unit name, It's role, rough points, force organisation slot and unit type (fluff is optional).

JB: I like the concept of a free Shrike roaming through the treetops of the jungle. I'm not sure that I like the idea of a real Shrike sitting on my couch eating my Skittles.

Master Of The Fleet - 130 Points

With every Space Marine chapter utilizing an expansive Space Fleet, one Captain in the chapter will always be chosen to lead the Space Fleet.

Equipment Choices

-same as Space Marine Captain.

Special Rules : The Captain may purchase bombardment types when writing the army list.

Lance Battery - 100 pt
Bombardment Battery - 60 pt
Torpedo Strike - 80 pt

When the Master of the Fleet has not moved this turn, he may call down a bombardment strike from the ship. Roll a d6 and compare it to the turn number. If it is less than the turn number, the ship will fire a bombardment on the coordinates marked by the Master of the Fleet.

Lance Battery - S : 9 - AP - 2 - Heavy 1, Lance Large Blast
Bombardment Battery - S : 5 - AP - 5 - Heavy 3 Large Blast Ignores Cover
Torpedo Strike - S : 8 - AP - 3 - Ordnance 1 Large Blast

These will all scatter 3d6 minus the Master of the Fleet's BS.

On a "hit" on the scatter dice, the shot scatters in the direction of the small arrow.

Yeah burna boyz rock! When they actually make it into combat or get a chance to flame outta a BW but I find they are dead 90% of the time before they can do anything or they get stuck in combat with a dred and I spend the game cursing not just taking another power klaw err I mean boyz mob.

Damn I cant wait to the GW legal team codex comes out now there is a dex that will conquer all.

Yeah, I would, but he only says it's acceptable to use special characters during campaigns.

I would probably only use this for me and my friend's personal use.

Here's the problems with your suggestions...

They're all overpowering him in my opinion...

Perhaps the prices in the strikes need to be lowered, but not by much...

and lowering his weapon skill makes absolutely no sense.

He's a Captain afterall, and he wouldn't be without fighting in hundreds of battles.

Why roll the extra d6? If you're going to be subtracting 6 already, why not just make it 1d6 for scatter subtract nothing? Your results are the same and you roll less dice. Just saying.

Well, no...

The average numbers that you roll for two dice is different than when you role one dice...

How are you going to use him? Seems like you'd be using him like a regular captain, albeit further back than normal, laying down the templates.
Seems fair. What I'm wondering is- why bother with making the rules all fit, when only you and your friend will use it? Just consult with your friend and see if (s)he wants to change anthing. It's up to him/her afterall.

I would probably use him for Apocalypse, or for large games.

Not really the sort of thing I'd use in just any game.

Perhaps I should make some sort of an apocalypse stratagem to go with him...

Upgrade to Ork Meganobs: may replace his power klaw with: 1). Twin-linked Big Shoota; 2). Twin-linked Rokkit Launcha; 3). Kannon; 4). Lobba; 5). Zzap Gun; 6). Loota Dakka Gun; 7). Snazzgun.

These are all weapons in the Ork Codex.

though not an IC, I would make this. However, it is very simple to make: just give them points values, and use the wargear options, stat lines and rules as meganobs. Simples.
