I remember reading somewhere that Tau Etherals came to power because they utilize some sort of pheromone or similar to basically mind controll the "lesser" Tau. However, I cannot remember where I read this, and my searches has come up with nothing. Help, please.

The Eldar stole Q'qrl(maybe wrong spelling) queen which has same pheromones as they so it is obvious that Eldar are responsible for their creation.
