I'd use eldar vyper jetbike, using spare bitz from the raider kit, do a couple of head swaps and replace the gun at the back with a platform with lots of spikes and impaled heads.
you should sit tight, there is the possiblility this model will be released by GW next year. Although, who really knows with them and their concept of dates and times

I would think you would have to start at the jestbikes. Perhaps have two side by side with a platform between? Does GW plan on releasing models for all of the units in the new codex? Just curious.
