Theres no way in hell the battleforces are even in points.
I'm sorry to say but a tournament like that would be horribly imbalanced.. and some races wouldn't even be represented!

Contents of battle forces and battalions are determined through the rough cost of the models in it, not their points value. They're also usually troop choices with conversion possiblities. There's also different ways to represent the models too. There's no way a single platoon of Guardsmen and a Sentilnel can match 2 squads of Wolf Guard Veterans in a Drop Pod and a squad of Wolf Scouts, however they might be even in terms of points of the guardsmen are used as Vets and the Command Squad used as a Company Command Squad rather than a Platoon one, and the Space Wolves used as Grey Hunters instead of Wolf Guard, but the Guard army would still be woefully lacking now due to a lack of bodies.

none of the battle forces are legal since none of them technically contain HQs. Although you can use the Exarch from the Dire Avengers as an Autarch.

Yeah, no battleforces really contain HQs so you'll have to convert/proxy something if you want to make it legal.

This can also make the Space Wolves one extremely lopsided since they can comfortably make 4 HQ choices using their Battle Force, and all of them can be Ruin Priests, which is pretty damn scary to go up against.

Only 2-3 of the battleforces even have usable units to count as HQ and their points totals are totally out of wack.
Generally, battleforce vs battleforce any MEQ army would win vs anything else on average.

Space Wolves and Ravenwing's got everyone beat tho. Ravenwing also has the exclusive parts to make the Master of Ravenwing in Land Speeder, which has some pretty impressive stats.

yes you can. However the Guard Battle Force and to a lesser extent the Ravenwing Battle Force are the only ones to actually contain HQ units. Chaos, Space Wolves, normal SMs, Nids and all the others contain primarily Troops with only a few elites or fast attack, if any at all (The nid one technically only contains troop choices). However they can all be converted into HQ choices if you're willing to put the time in.
