Sorry, not the most veteran chaos player. Can CSM take chaos cultists? If not, who can?

I don't think CSM or Chaos Daemons can take them.
I think LatD could but i'm not sure their codex is still valid...
(LatD codex is in the Eye of Terror rulebook right?)

No current codex (as in, currently on sale) has chaos cultists.

Various IA books have cultist elements. Chaos 3.5 has chaos cultists.

No one really any more can get Chaos Cultists there is a APOC data sheet for the LATD but its based around mutants. A quick way around it if you want them field a traitor guard army or have a special misson where the vile forces of chaos can take 0-3 or whatever chaos cultists coven i have done this in a game counted them as guard penal legions who have access to chaos icons for well... summoning demons

It has rules for an Ulthwe strike force, 13th company, for some reason some IG rules and LatD.

Forge World's website has the Free Army list update for the Chaos Renegades from the Siege of Vraks; You can pull it up for free on their website, and download a copy their as well.

The Legion of the Damned was indeed in the Eye of terror Codex; If you can buy that book from a Used bookstore, I would recommend it(Mostly for fluff) but in order to use it you would have to do some conversion work and then it would only be available for friendly play(being not an official codex armylist); The lists in the Eye of terror book all require Codexes that no longer exist.

Apocalypse allows for a Chaos army to be allied with IG, and their are a few Lost and the damned type units in Apoc, Reload, or GWs website(Plague of zombies and Lost and the damned data sheets are both on the website).

Those 3 are the only way to get Cultists.

I chose to use penal legions cause they do have the scout special rule so it kinda acts like the infiltrate that the old chaos cultists had and then theres the stubborn rule that i see mad follows of chaos having as they are totally insane with rot of chaos finally the desperadoes rule just makes them that much nastier and gives em a chance to be a bit more than cannon fodder.

I am building a small chaos cultist army . I started building a lost and the damned army and then found out that the book was no good so now am gonna run it using the guard with plenty of counts as haha

x10 slaanesh cultists with lasguns count a penal legion
x10 mutants count as penal legion as well
x1 Forge world rogue psyker
x1 converted basilisk count as colossus
GRAND TOTAL OF 390 points

It seems to work quite well for him.
