I am interested in starting a space marine army but stuck on how I want too paint them, and some kind of theme too go along with. I am looking for an idea that hasn't really been over killed. I know i will be bored painting and making just a regular space marine chapter. I want too do something that stands out a little bit but not like a sore thumb. Any good ideas will be appreciated.

What's your favorite colour?
Also themes can be overated you could always just do a chapter that has been newly founded doesn't hate t's enemies more than the next chapter and follows the codex pretty much all the way.

I was thinking of camouflaging up the armour some color, urban maybe, but part of me thinks it may end up looking too drab.

Ultramarines! They have a bright blue colour scheme so you can count on them standing out! They have their own codex, their own movie and multiple book series. This is a quote from Games Workshop's White Dwarf;

I think you should take a look at your codex, and figure out what units you like. For example, if your preference runs towards jump packs, scouts, and things in drop pods, Raven Gaurd color scheme is the way to go. If on the other hand, Vindicators and Devestator Squads are more your thing, you could make an Imperial Fists themed list.
If a certain Special Character strikes your fancy, you can of course use his chapter for the basis of your army, which is plenty of theme right there.

Just pick 2 colors that look good together and go from there. Additionally, make a big list of your favorite animals. Pick one, then make a list of attributes/adjectives/feelings that accompany that animal. Ta-dah!

I dont think this is something that can be recommended to you. You should probably take some time to figure this out on your own. Creating your own chapter can be an epic task. Many players enjoy creating fluff for their army (maybe they prefer certain tactics or weapons) and this can be highly rewarding. Creating your own chapter also ensures that you will always have a unique army everytime you play. So start by thinking if you want to create a chapter, or if your simply looking for uncommon Chapters people rarely play. If thats the case look at this website for inspiration:

you mentioned you might like an urban scheme.
Grey or White will fit with Urban as a base color.
you could do quarters like the Howling Griffon's chapter, 1 quarter white and the other grey.
Trim colors could be Silver or Black.

I just thought of it, maybe Ill make a Deathwatch themed army, since I cant decide which one chapter to model. Ill take the best of both worlds, I can make an army with all different kinds of chapters. I know it may sound a little far fetch though, an all deathwatch themed army.
