My friend says that there is a target priority test where you have to take a leadership test if you want to shoot at a target father than the nearest target to you. I can't find anything of that in the glossary of the rulebook, or the leadership or shooting sections. His Tau codex makes references to needing to take these tests, and that's where we got the idea from. So...is there such a thing? Is it a Tau only rule or a rule that was eliminated in the new codex? Or am I just missing the rule somewhere?

Tell him to play 5th Edition. Any reference to Targer Priority should be ignored as it was abolished with the introduction of 5th.

The other thing to add, is when infantry, like Broadsides, are using Target Locks, it was necessary to make a Target Priority test in 4e before the TL model could split its fire. Now, your opponent should just split his fire without worrying about TP.

As has been answered, your friend hasnt read the new rulebook.
If you ever think someone is making up a rule/spouts something that doesnt seem right, ask them to point out the rule in the rulebook/codex.
