Would anyone say that these guys are self aware, and for all intents-and-purposes "normal" before they get "turned on"?? Or are they slavering sub-humans?? Do you think they have (or could have) indepenant motives from that of their Inquisitor?

If they get the same treatment as normal servitors then I would say by and large no. Maybe the odd flicker of a distant memory not fully purged by the process that makes them into a servitor. But nothing approaching a personality.

Although, they would need more intelligence to fight, so they might be slightly more personable than a normal servitor IMO.

Arco-flagellants need no intelligence to fight.
Parts of their brain get destroyed- they are incapable of self-control unless controlled by drugs.
Hence their watchers.

When the Pacifier Helm is active arcos are barely conscious, their minds filled with images of saints and lopped hymnals and prayers. When deactivated the arco is pumped full of drugs and they are also subject to brainwave pattern regulatoes thatturn them into psychopathic maniacs. To all intents and purposes an arco is mindless.
